Andy Ryan put the visitors ahead again after the break with a solo goal, before Moffat snapped up a rebound at the other end, taking his Ladbrokes League 1 tally to 12 for the season, lengthening the Pars unbeaten run to 12 matches in the process.
Improving Forfar look to climb out of the relegation play-off spot with victory over Airdrieonians this weekend, at 13/10.
Dunfermline make the long journey to Stranraer and are 4/7 to record a fifth successive victory against the Blues.
The Pars won 3-0 on their last visit to Stair Park in October and are 11/1 to give the home side déjà-vu with the same scoreline on Saturday.
